According to the Office of Water Conservancy of Gansu Province, Dunhuang City was set to be a 3-year pilot base for the construction of water-saved society. On the basis of the experiences of the pilot base of Zhangye City, the Office of Water Conservancy of Gansu would enforce the supervision on the new pilot base continuously, aiming to let it set up an integrated administrant organization as soon as possible.

　　Recently, because of the environmental deterioration and desertization, Dunhuang City has been facing a serious shortage of water with an annual rainfall of 39.9 millimeters, but the annual evaporation capacity of 2486 millimeters, what’s worse, the underground water level have been declining, which all have posed a serious threat to the sustainable development of Economy there.
